What is at issue?
REFIT is a European Commission program that analyzes and, if required, improves the efficiency and performance of existing EU legislation. The purpose of the REFIT is to prevent regulations and provisions from losing touch with reality and failing to meet their original objectives. Within this framework, the implementation of the Habitats and Birds Directives were evaluated throughout Europe in 2015 and 2016.
What is the benefit?
The REFIT of the Habitats and Birds Directives aims to ensure that the species and habitats protected therein are actually preserved and their populations improved. The condition of the Natura 2000 sites is to be maintained or even improved by a functioning management system.

What is our job?
On behalf of two NGOs we have analyzed REFIT Austria with regard to the following questions: How have the EU's environmental protection directives actually affected biodiversity? How well have they been adapted in national legislations? How advanced is the promulgation process for Natura 2000 sites? How well are authorities trained with respect to European conservation legislation? Are there possibilities of simplifying directives or impracticable regulations, which have little benefit for nature protection while complicating procedures? Are there inconsistencies between the two directives?
The results of this process were incorporated into Austria's official statements on REFIT and were subsequently reflected in a Europe-wide participatory process.
The project was completed successfully in 2015.
